Spacing on committee page around anchors when jumping within the page... #10

Jumping to anchors, when a fixed header is used, is fraught. The target invariably ends up off the page. I have tried both a CSS and Javascript solution so far to no avail. This bug may remain for now. The important thing is the committees page is up.

This ticket will likely languish... I've struggled to fix this in the past, and it is non-trivial, as far as I can tell, when you're using a fixed nav with Bootstrap.

This ticket is not going to get fixed by me. I would sooner remove the in-page anchors than try and understand the browser-specific issues that I would need to work around to have Bootstrap+(FF/Chrome/IE/etc.) and fix this issue. I don't see it mattering to 99.999% of the visitors to the site.
