Allow competitors to download repos #61

After the competition, git stuff is shut off, but we should still allow people to download their source from the site. It should be easy to archive their code and make it available.

Related: Competitors should be allowed to view game logs of completed competitions.

If allowing competitors to download past game logs is added and if the arena uses the siggame's amazon rather than mnuck's the past buckets will need to be transferred to siggame's account. Which would be from MM9-space to present MM13
