Upgrade Cilium v1.15.0 Ugrade Calico to v1.27.0 Upgrade Tigera Operator to 1.32.2

@mimnix As far as I can see, the next release will add support to v1.28 and v1.29. How many older versions should we support then? Do we also have to drop support for v1.25 and v1.26?

@FedericoAntoniazzi @ettoreciarcia Whenever we can anticipate the support to the v1.29, as rule of thumb, let's extend the supported range to 4 instead of 3. v1.26 up to v1.29

There are some problems with Cilium v1.15.X, i'm trying to fix it (if you see commits, it's my trying to do that)

PS: to clarify, is not working on our OnPremises clusters

PPS: it was not a problem with cilium, but with our templating strategy, that was removing some important tolerations on cilium operator deployment
