This PR includes:

customization of TLS ciphers on the Kubelet
customization of TLS ciphers on ETCD
customization of TLS ciphers on kubeadm static pods (apiserver, controller manager, scheduler)
the secrets encryption feature in ETCD

Yes, tested with Kubernetes 1.27 both on new OnPremises kind and on the installer.
