This PR aims to improve the actual CI:

Align E2E tests #82
Exclude dependabot PRs from e2e tests
create a new preview pipeline: will be executed only on the main to tag a preview image of the permission manager on our quay.io registry
create a new build pipeline: is executed only during push and provides for unit-tests of the permission manager
Refactor of e2e and Makefile code.
