Allow sticking a window to every tag on a display different than the default one #261

In a multi-monitor setup, assigning a window to /.*/ makes it appear on the 
primary display only, not on the others. I can send it manually there with send 
command; that won't force it to appear there automatically on a newly created 
tags, however.

Ideal would be the possibility to specify the display in tag assignment as well.
