Set up accessibility testing with Fable #103

To test the accessibility of our new solution, we're going to use 1 (out of 3) Fable credit to run a compatibility test. This will test how well our site functions with different assistive technology types.

To do the test, we need:

The release to be in CATE
To put together and submit a request
