I think #24 (divide passage into segments) is a better way to do this ... so I am marking it "obsolete"

Labels are short phrases, e.g. GEN. 1:1-13, that appear in the SL video.

Translators may create labels as information for viewer, e.g. a reference, a name, a new term
Consultants may create temporary labels when checking to mark the position of a person/place in the scene, e.g. indicate that the Pharisees are standing on the left.
