[new feature] Support updatedAt for TTL #24

New feature or functionality What would you like Signadot to do?

TTL policy currently supports only specifying offsets with respect to when the sandbox was created. We want to support additional policy that's an offset from when it was updated.

Additional considerations Anything in particular to think about regarding this new feature?
