Just testing. With both on, only wifi or only celluar, same result. No notification at all when someone sends a message to me. When I open the app, I only see the the number of new messages in the right corner of the contact/message tab from the sender.
Your logs show multiple times where we've instructed the system to show a notification. From our side of things, it appears to be working, but Oppo could be doing any number of things that blocks it and we would never know.
Same problem encountered with Android 12 open beta 1 on oneplus 8
Encountered after updating to said version last night.
So apperently the issue stem from Signal using an strange notification sound after the update to android 12 (maybe one that's no longer available?).
I noticed that contacts with custom notification settings did not have the same issue as mentioned above.
I checked the general notification settings and the notification sound was set to 77
. After rechoosing the notification sound the problem was fixed.
I had the same problem since a month, in Android 11 miui 12.5 in poco x3 pro. Now i've updated to miui13 and android 12 and the problem pressists happening. A friend of mine with poco f3, android 11 and miui 12.5 has the same problem too.
All works great until it stops working! I am receiving msg notifications and then sometimes i receive the floating notification but no sound. After that, no sound anymore! If i kill the app, the notifications stop completely, even the floating stop showing after reopen it. The solution somtimes is applying again the notification sound. Normaly it works! After that, the floating and all the rest work ok.
If reapplying the sound doesnt work, i have to change it to another one, receive a notification that will play the new sound, and then apply the old one again.
Atention. The problem only happens to normal contacts with not personalized notification sound. The personalized ones never fail!

Edit: I am always using stable version, not the beta (my friend too), but the problem started when for some reason or mistake, the beta version were released to stable users in playstore (it seemed to me that that happened).

I also have an issue with Signal notifications after updating to MIUI 13 Android 12. Notification sounds do not respond to the "sounds" setting slider #1 in the attached image. To increase or decrease the volume of notifications I have to use the global "multimedia" slider #2 in the picture.
In MIUI 12.5 notifications worked very well you could set them with "sounds" slider. I'll add that the ringtones in the system application "phone" respond to the slider "sounds" No. 1 and you can adjust them.
Same issue on Google Pixel 5 with Android 12 using the stable build from PlayStore. No notification until i open the app.

Debug log after problem ocurr. These time I dont have sound even with personalized notification contacts.

Edit: After go to notifications and reapply the normal notification sound, all is ok now, even the contacts with personalized sound.

Thanks all, I'm actively working on this. Was able to get my hands on a OnePlus 8T and sort of reproduce an issue. I'm seeing a similar thing where worked fine on 11 and then after updating to 12 some of the chats have been switched to a ringtone with a name of just a #, like 65. I just checked and the names for each ringtone match, but I'm guessing the paths to where they are located changed or were renamed under the hood and so we can't find them anymore.
Can folks that frequently have this issue update to 5.37.2 (it's in beta and should be available soon), and then submit a new debuglog after encountering the issue? We added some additional logs around notifications.

I think that the no notification and no notification sound stopped happening at a few versions before. (With me it seems ok in the last month or more). Can anyone of you (other) guys confirm this, or it's still happening to you?
Don't know if it helps, but here's a debug log which might contain information. At least I had it created right after no notification was shown even though new messages were received within short time before the debug log creation. Just updated four phones (Xiaomi Mi A1 and A2 Lite) to Android 12 and 13 (all LineageOS 19.1 and 20.0). Notification sounds and lights aren't working on any of them. It seems to be an issue not just with Android 12. The notification banner is shown on screen, but none of the other aspects of the notifications are working. Signal call come in without issues though.
Since i updated to LOS21 I also run into notification issues. The phone only vibrates and doesn't play any sound or shows a pop up. Due to it is vibrating message fetching seems to work. As I also didnt get a pop up screen on regular incomming call, it's also possible that it is OS related. Sound plays again after a reboot but after some time it stops playing notification sound again.

Steps to reproduce
Last beta update this morning Incoming message don't send any notifications to the desktop, notification bar or lock screen. Just the info that Signal is unlocked the bar. Turned off the notifications in the app and back on -> same result Turned off the notifications, force closed and cleared cache -> same result Turned oft the notifications in the system, restart and back on -> same result
