Hi there, we do have a call option, but you have to request an SMS first. Unfortunately, we're unable to request an SMS for your number. The error indicates that our actual SMS provider could not deliver an SMS to you.
I have a VoIP number (which is unable to receive SMS; I am not sure where it's written that this number does not receive SMS)
how is it possible to request a phone call without requesting SMS first? In the app available in android play in November 2022 it was somehow possible.
It's not currently possible to request a call before you request an SMS. We're looking into the best way to handle this.
because we are using signal for business, using the app with landline will be more reasonable and convenient, like we do in whatsapp business. Hope there is an option to skip the SMS and go straight to phone call.
Hi there - long term user of Signal across many phones over many years, using same landline number - only ever used call method to register number. Got new phone this week and for first time cannot activate Signal on it due to this issue. It would be great if it could go back to the old behaviour and offer a verification phone call after the short delay.

Do you mean that signal downgraded itself?
This issue has been automatically marked as stale because it has not had recent activity. It will be closed if no further activity occurs. Thank you for your contributions.
Signal should now be able to prompt you to receive a call if the request for SMS fails (ie, a landline number). Please give it a try and if it doesn't work, a debug log would be very helpful.
There's similar discussion on issue #13062
it works! thanks!
In previous versions of android signal app (circa November 2022), there was an option to verify phone number via a phone call (and another option to verify via SMS). In recent version 6.16.2, there is only option to verify by SMS.
There is no option to "Alternatively, you can request a verification call if you can not receive SMS. After the timer finishes counting down, tap Call me." as specified in the docs.
Steps to reproduce
Actual result: "Unable to connect to service. Please check network connection and try again" Expected result: an option not to send SMS but make a call
Device: Fairphone, Samsung, ... Android version: 5., 12. Signal version: 6.16.2
