Notifications work for all contacts and groups except one

Bug description

I'm not receiving any notification when a specific contact sends me a message even though the message is received. Notifications work for other contacts and groups. I made sure there is no custom sound set for the contact, that they are not muted, that notifications are enabled and that battery saving options are disabled for Signal. We tried marking each other as verified and this did not change anything.
As for messages, this also happens for calls.
The problem has survived the past 4+ weeks of updates.

Steps to reproduce

Have the other contact send you a message while you are on another screen so the notification should appear
Notice there's no notification or sound
Open the app: the new message is here
Have an other contact send you a message
The notifiction for that second contact shows up

Actual result: No notification are received for a specific contact Expected result: A notification should show up

Do you have bubbles enabled for that specific contact?

Would you be able to get a message timestamp from one of the received messages? You can do this by long-pressing the message bubble and going to the info screen. From there, you can long-press the "Sent: Oct 10, 2023, …" text to copy the timestamp.

Please choose a message that was received before you submitted your debug log (or you may submit an updated one).

@nicholas-signal Do you need more information in order to troubleshoot the problem? We both updated to the latest version of Signal and Android and the problem still happens.

@HexPandaa for the contact you are having problems with, do they have a profile avatar set vs others that do not OR the other way around?

When comparing notifications between this contact and others, is the app itself (not OS) always in the locked or unlocked state?

Asking because I see some avatar loading issues that may be compounded with app locking. If you disable app locking in Settings->Privacy and test with this contact does the notification show then? Not saying this is a long term solution, just a troubleshooting idea.

@cody-signal Sorry for the response delay, I had quite some other things taking my time.

This contact does have an avatar that I set in my contacts app, as some other contacts for which notifications do work. The problem happens whether the app is locked or unlocked, that's one of the first things I tested.

I'm going to disable app-locking for a few days to see if that fixes the problem and I'll keep you updated.

I've made the change for 8 days now and it seems like I did not miss any notification from the problematic contact, I'll enable app locking back to see if the problem comes back.
