"Unknown" contact #13427

Bug description

I received a notification that "Unknown" ("Neznano" in Slovenian language) uses Signal, but there is no telephone number. I do not have such a contact in my contacts list.

I also experienced something similar to this with two different contacts. In both cases, they were people I had in my system contacts and they first showed up as "\<Actual contact name> is on Signal!", but then showed the SMS error message as if they were not registered. The first one then eventually changed to "Unknown", while the second one changed to just the user's phone number.
