emoji skin tone modifier in reaction menu doesn't "stick" #5494

Bug Description

The emoji skin tone modifier in the reaction menu doesn't permanently change the skin tone. Selecting the same skin tone in the emoji picker does stick.

Steps to Reproduce

  1. Click on the reaction button to the right (or left) of a message.
  2. Select a different skin tone.
  3. React.
  4. Notice that the skin tone gets reset if you attempt to react to another message.

Actual Result:

The skin tone gets reset after reacting.

Expected Result:

The new skin tone should be saved.

Signal Version: 5.15.0

Operating System: Debian sid+experimental

Linked Device Version: Samsung Galaxy S20 FE 5G, Android 10.0, Signal 5.21.6.
