@ironc0in can you provide a debug log of the issue? And the model of the USB webcam that is causing it.
The camera is a DSLR with a webcam driver taken from: https://www.usa.canon.com/support/p/Cameras/EOS-Digital-Cameras/1894C001#idReference=software-drivers
It works fine on 2 versions older (6.20), and on all other video conf, sites, including browsers.
I'll try to get a log after I upgrade Signal Desktop, I'll have to downgrade after that to keep using video. I'm a heavy Signal Video user on the desktop.

[X] I am using Signal-Desktop as provided by the Signal team, not a 3rd-party package.
Bug Description
On my macbook running macOS Monterey, I have a USB webcam that currently works on all other desktop video apps (Zoom, Webex, Teams, Goto, etc) On Signal Desktop v 6.20.0, the webcam worked and showed under video device selection. All versions after that it does not even show up in the dropdown anymore. So, I rolled back to 6.22.0 to make those video calls as I don't like using the built in webcam.
