Thanks for the feedback. As a workaround for users on Windows who have enabled the "Minimize to Tray" feature and who do not see the main application window as often (and therefore may not see notices about new releases), Signal can automatically apply new updates and restart the Windows app in its tray-minimized state.
If you want to use this functionality, simply enable "Minimize to Tray" and "Automatically download updates" in your Signal Settings. We may expand support for this in the future. In the meantime, we only use GitHub to track bugs, not feature requests, and this is currently working as designed. If you have additional feedback or suggestions, about this feature or others, we encourage you to share them on the community forums.
