Bug description
When using Signal on iOS with circumvention enabled two notifications are received for most messages. This gets overwhelming if you are having a group chat or multiple conversations.
Steps to reproduce
Enable censorship circumvention. You will need to do this manually if you are not in a country that blocks signal. You also have to simulate a connectivity issue to signal servers so that the connections status turns red otherwise it won't let you enable it. (I have performed these steps outside of a country that blocks signal using a registered number that is not from a country that blocks signal so I know it works.
Verify you can send messages and that things are working.
Have someone send you a message while your phone is sleeping.
Actual result:
You will get the first notification then wait a little and you will get the 2nd notification. Usually the 2nd notification uses the iOS default notification sound also, not the one you have set in signal.
Expected result:
Just one notification using the chosen notification sound.
Device info
Device: iPhone 6, 6s, 7 iOS version: 11.3 Signal version: 2.23.3.2 (But it has happened since the feature was introduced)
