Cannot create groups since V2 update UAE

Bug description

Groups seem to have been broken for users in UAE (possibly related to censorship circumvention?) since the update to groupsV2. With a UAE registered number if I create a group that contains another UAE number the group is created but the recipient never receives any of the messages nor do they see the group created on their phone.

Interestingly from the same Signal account if I create a new group with a number that is outside of the UAE the group creates and works perfectly.

Steps to reproduce

Create a new group with a UAE number in the group
Try to send a message to the newly created group.

Actual result: Group is created but the members of the group don't receive the messages.

Expected result: Members see the new group and receive messages

Device info

Device: iPhone 8

iOS version: 14.0.1

Signal version: 3.20.0.4

The fix implemented for same issue on android seems to have resolved this issue on iOS also.
