Censorship Circumvention toggle thinks the device is online even if it's not connected to any network

Bug description

The Censorship Circumvention toggle thinks the device is connected to the Signal service even if it's not connected to any network at all.

Steps to reproduce

Disconnect from the internet (disable Wi-Fi, Cellular Data, enable Airplane Mode, etc.).
Go to Signal Settings > Privacy > Advanced.

Actual result: The text under the Censorship Circumvention toggle says "Censorship circumvention is not necessary; you are already connected to the Signal service."

Expected result: It should say "Censorship circumvention can only be activated when connected to the internet."
