If an account was deleted from Signal iPhone, the account are still in the old group(s). ( Delete account can refer to: https://support.signal.org/hc/en-us/articles/360007061192-Delete-Account#ios_unregister )
Next time if someone registers a new account with the same phone number, If someone send a message in the orignal groups then the new account will be automatically added to the original groups.
Signal Android no such issue.
The Signal iPhone version tested: 6.33.0.9 Tested under iPhone 7, iOS 15.7.5

Means if the same phone number was registered with different PIN ( new account case ), If someone send a message in the orignal groups then the new account will be automatically added to the original groups.
