update scratch scripts, bound in submission #37

Hey, if @vpnagraj if you want to review / pull this to master before I start some structural changes go ahead - this adds some scratch scripts, but only important thinng affecting master -- it bounds any forecasts at zero (7d188bd)

lgtm. the bounding at zero will be generally useful ... especially if/when we look at some of the county-level forecasts
