• [x] explicitly quiet the join in get data by state
• [x] ts_futurecases: add explicit by = c("yweek", "location") on join
• [x] ts_forecast with cumulative death outcome: add explicit by = "location" on join
• [x] plot_forecast: exclude (or add option to exclude) targets that aren't forecasted (e.g. cumulative cases)
• [x] plot_forecast: consistent y axes (scales::number_format() or something)

i guess we can consolidate? or not? up to you
