shiny app improvements #52

bringing in several edits for FOCUS shiny app re: #50

validation procedure in UI (actually runs validate_forecast() as a reactive ... only takes a split second)
check for params file and exclude from submission file list of CSVs
more intuitive select all / deselect all options for locations

assigning to myself ... i'll merge in once i finish making a couple edits to automation scripts and can confirm everything works in the pipeline.
