This PR adds extended features to the ENR gated behind feature flags.

The extra features are:

libp2p - Enables support for peer-id and multiaddrs from ENRs
quic - Enables support for extended quic fields
eth2 - Enables support for Ethereum based consensus fields (not implemented right now)
