Adds a Filecoin address to our FUNDING.json, as requested by the Filecoin retro-PGF docs.

This needs to get merged into stable in the next day, unfortunately :(

Merge away. We have been breaking the linear chain of commits between stable and unstable a little recently, so it's easy enough to back merge this

Maybe we can just manually cancel the Docker builds so that the stable images don't update
