Add TLS test coverage #2188

Description

After the merge of PR: https://github.com/sigstore/rekor/pull/2164, this issue is to track adding the TLS test coverage. Due to regression tests, the TLS tests could only be added after the merge of the PR, so that the rekor-server image used in the tests is updated with --tls_ca_cert option.
