Disable staging uploads #1144

Staging is now managed in https://github.com/sigstore/root-signing-staging, see #929.

We don't want to upload from here once root-signing-staging is also uploading
This commit only disables the upload, I will come back and remove the staging sources and all references later: I wanted this PR to be easy and simple
