I'm just using this issue to enumerate a few test cases we'll want to cover with bundles:

A conforming client must reject a bundle that contains a root CA
A conforming client must never produce a bundle that contains a root CA
A conforming client must reject a bundle whose leaf + intermediate chain is missing SKI and AKI identifiers for chain building

https://github.com/sigstore/protobuf-specs/pull/77 will give us the policy to support these test cases.
