Implement compiled ema-filter #4

Partly implemented. mpl pictetra.hst "ema(1e-6)(I[0])" --noshow was reduced from 33.4s to 5.8s. The file had 91574 time-steps. Most of the remaining time is likely in reading the file since mpl pictetra.hst "I[0]" --noshow takes 5.7s.
