Conda update

A few conda updates for bringing in Ensembl VEP 110 and finally moving on from Python 3.7.

• Actions workflow:

  • Split it up into parallel conda builds for pcgr and pcgrr, also change to using micromamba instead of miniconda.
  • Conda lock now uses a two-step process (lock + render)
  • Running more jobs on a single runner to save some time
  • Bumping some action versions

• conda/env/yml/pcgr.yml

  • unpinning everything except of VEP, which gets pinned to 110.1
  • using vcf2maf-umccr from bioconda since vcf2maf is slightly outdated

• conda/env/yml/pkgdown.yml

  • just specifying channels

• conda/env/yml/pcgrr.yml

  • just specifying channels

• conda/recipe/pcgrr/meta.yaml

  • bumping R to v4.2

• conda/recipe/pcgr/meta.yaml

  • bumping Python to latest possible (goes to 3.10)

• pcgrr/DESCRIPTION

  • Adding back CPSR (though might regret this, will see)
