Implementing storage configuration and case insensitive searching #1

In siptrackdlib/attribute.py implemented case insensitive searching by default.

Also implemented a storage configuration file along with reworking optparse code to argparse and some code cleanups around these code changes.

Forgot to mention that since these changes were made to the mysql branch this also merges mysql with master and adds mysql support.
