Port eww-brightness to plsdo #2

Currently, screen brightness is managed through an eww-brightness script, which calls gammarelay through dbus, and also manages state for the brightness eww widget. This shell script should be ported to plsdo.

The logic for setting the brightness and managing eww widget state is closely coupled in the current implementation. Maybe that could be improved on too.
