Allow us to discover other public big query datasets and tables

For example in New York City and State we are trying to make our public 
government data easy to query.

If one of your goals is collaboration, it does make sense that all of us will 
upload common public data in silos.  

Google Fusion Tables has this discovery feature, it would be helpful in 
BigQuery.

See these tables that we've made public:

New York State Voter File:
