Security Privileges on buckets per user #273

What steps will reproduce the problem?
1.currently every user in a project can access any data set
2.he / she can also update other user data set once it has write privilges 
3.It will be good if it can be as databases are working - System/Root users and 
other users with grant options on data sets and as well on buckets 

What is the expected output? What do you see instead?

What version of the product are you using? On what operating system?

Please provide any additional information below.

Hi, by "buckets" are you referring to the buckets within Google Cloud Storage, 
or to an entity within Google BigQuery?

"1. currently every user in a project can access any data set" -- access can be 
controlled at the level of the dataset in BigQuery.  In the UI, hover over a 
dataset you own, click the dropdown, and "Share dataset": by default the 
project owners are listed as dataset owners, and so forth, but you can edit 
these.  Does this address part of your issue?
