Scrollers don't draw correctly always #4

Turns out that the code that draws the bars for the scrollers does not work correctly and the only reason the Settings app looks correctly is a pure fluke. Registers are not set properly and will the bar can end up being drawn just about anywhere (sometimes even in the palettes o_O).

Bug already fixed (bugfix should come in the next time I push), just submitted this issue for the sake of documenting that the problem exists.
