handling existing .config directory with recursive symlink script

How should an existing .config directory be handled?

• Should the existing files be moved into the repo's .config directory and the existing .config directory be replaced with a symbolic link pointing at the repo?
  • what if we don't want to track some of the files in the existing .config directory?
• Should the recursive script create symbolic links inside the existing directory to the files inside the repo's .config directory?
• Should the script runner be prompted to make a decision?

currently the script creates a symbolic link inside the existing directory; its completely broken.

Since a dotfile manager has been used (ie when chezmoi was first adopted), this is no longer an issue.
