Add new dropcaps example #26

This is extracted out of https://github.com/sile-typesetter/sile/pull/1219. I'm going to do some massage work on that PR first, then check back on this, I just wanted to get the commit in the right repo as a place to start.

Since this is in the master branch now we can build it in CI with the devel flag. I'm going to go ahead and merge. We can always update with tweaks and the devel flag can be dropped when the next SILE release is cut.
