Readme: "Silex is a simple web framework to develop simple websites based on Symfony2 components."

Homepage: "Silex is a PHP microframework for PHP 5.3. It is built on the shoulders of Symfony2 and Pimple and also inspired by sinatra."

Related: The download page is not part of the repo which means it gets out of sync almost every time composer-related instructions change. In fact, it's out of date right now, and has still not been fixed...

I've added changing the version in my release notes. Closing this ticket as discussion about the "best" way to describe Silex in the README should now happen in the #743 PR.
