fix: Project dependencies for LiftUtilsTest and WaveUtilsTest #113

Attempting to fix #111 ...

I think the GHA builds are using the root SpeechAnalyzer.sln file so this updates the ProjectDependencies for the failing projects: LiftUtilsTest and WaveUtilsTest (the hashes are adding projects like FileUtils and URIParser).

I use the solution file too. Maybe "Rebuild all" in the IDE does a different order from the CLI build.
