Follow-on to #2 about SA Lift export to Flex

@terrygibbs and Jennifer have these requests about the Lift export:

[ ] Change SA to export IPA as -fonipa instead of fonipa-x-etic to match Flex

We'll have "Phonetic" use -fonipa and "Phonemic" continue to use -fonipa-x-emic

Splitting the items into separate lists
