This updates the developer environment from Visual Studio 2019 to 2022.

PlatformToolset from v142 to v143
ToolsVersion updated to 17.0
TargetFrameworkVersion from 4.0 to 4.8 (This fixes the CI fails of missing .NETFramework Version)

TODO

[x] Resolve GitHub action build fail: The reference assemblies for .NETFramework,Version=v4.6.1 were not found

CI build passes. I made an installer for @sdysart to try (to make sure all the required libraries are included)

Yeah we can get a release out later this week after I get these PR's merged Will need a follow-on PR to update our changelog and version numbers
