document release process in DEVELOPER.md #91

Add release process instructions to the DEVELOPER.md file.

Also update GHA to build/test on every commit to master branch (previously we only built PRs)

I realized recently that we are not building and testing commits on master, but this is what we are shipping. We are building and testing on PR branches which is not quite the same.

It's a rare scenario but it can happen, when multiple PRS are open. It is possible for two PRS to pass the tests individually but when they are merged the resulting combination is a failed build or failed test. This change should ensure that what we test exactly what we ship.
