chore: Update help build script option to skip generating chm #97

A community site user requested access to Speech Analyzer help documentation. https://community.software.sil.org/t/questions-about-speech-analyzer/7137

This adds an --htm option to the help build.sh script to only generate .htm help files (and skip creating the .chm file). This allows us to later publish the html help files on GH pages.

Yep, --htm even ran on my ubuntu
