Update language code support #1303

FieldWorks allows some language codes (e.g., zhn-x-modern) that are not compatible with the more strict specifications used by the mui-language-picker (e.g., for script ambiguous language codes like zhn, requires a known script specification, either zhn-Latn or zhn-Hani). The upshot is that we need to allow users to specify codes not available with the language picker to fully support FLEx projects.

This is partially resolved with #2306 extracting languages from a LIFT file during project creation.
