BuildEngine API methods #1040

Created methods to streamline the process of interacting with BuildEngine. These are not used anywhere in this PR, but will be used extensively in future PRs.

This is the base of what was originally feature/svelte-flow-buildengine.

I broke the branch into multiple separate branches with meaningfully distinct changes in order to streamline the process of incrementally adding all of those changes into the main working branch for the rewrite (#1005)
