Create audio editor modal

Describe the feature In order to support audio writing systems, we need a way to let users upload/record and convert audio files.

• use ffmpeg wasm to convert audio on the fly in the client
• let users upload files, and record inline
• should pre populate with the current audio file when relevant
• display a preview of the audio (player with length etc)
• edits:
  • let users trim time off the start and end (optional, however could be easy with ffmpeg)
  • change volume
  • trim whitenoise if ffmpeg supports that?
• all client side until the user clicks save.
