Make the use of Templates easier #924

This issue is related to #515, but has been raised again recently.

The request is: Incorporate Templates which would make it easy for typesetters to conform to the standards as set out in the (GPS) standards [which will soon be made available].

I think we can do this already through importing settings, but it would be good to eventually make it easier for users to pick a layout/template and work from that good starting point. So perhaps this is more a matter of improving the user experience surrounding the use of templates (both in terms of creating them, and using them).

Perhaps a pick-list / dialogue , "Import settings from distributed templates" which pick from a directory full of different organisation's preferred setup? Then GPS and other orgs can supply some templates (e.g. different page sizes?), and maybe even different regions / language families ("GPS-Roman", "GPS-Devangari" / "GPS-Nastiliq" / "GPS-Pacific", "Biblica-...)
