Move <domain-theory> block #2

In the SILK file, the domain-theory block is currently a contained within the 
<parameter> block.  But it is conceptually not a control parameter; it is the 
final answer!

It should be moved out of the parameter block and made a top-level block in its 
own right. I'd keep the <editorSettings> in second position since they are 
another block of unstructured control parameters.  The <domain-theory> could go 
next.

Agreed. The Domaintheory-Ref, when it exists, will come after 
<editor-settings>. The DomainTheory-Adr, when it exists, will come next. Then 
will come the <individual-census> block.
