Proposing Definitions from Insufficient Data #8

What steps will reproduce the problem?
1.Create a context where some terms have only a single dyad per KIN TYPE.
2.Get New Suggestions

What is the expected output? What do you see instead?
Should see no suggestions until at least 2 dyads are available for each kin 
type covered by the kin term. SILKin was too eager. Now the learning parameter 
MinDyasPerKinType has been reset to "2".

Please use labels and text to provide additional information.

ISSUE: Should the "2" be a system setting, or should User be able to change 
that in "Edit Prefs"?
