feat: Bump PNPM version to 9.11.0 #1836

https://github.com/sillsdev/languageforge-lexbox/issues/1068 proposes bumping the PNPM version used to build LexBox to 9.11.0 (the latest released version at the moment). It's probably best if Language Forge and LexBox use the same version of PNPM, so we should also bump it here as well.
